We received a call from a current foster and previous adopter who had heard a kitten crying in their back yard all day.  They were advised to make sure it was safe, but to leave it be ~ hoping that mom would come back.  That evening, the kitten was still crying and it was during a cold spell so we did advise her to take the kitten in
